Short answer

A nicotine pouch is a small paper sachet holding nicotine, flavouring, a powdered filler and a humectant, placed under the upper lip. There is no tobacco leaf, it does not burn, it is not heated, and there is nothing to inhale. It is not a cessation product and is not licensed as one.

Key points

  • No tobacco leaf, which is the difference from traditional Swedish snus.
  • It does not burn and is not heated, so it makes no smoke and no vapour.
  • It is not a cessation product and is not licensed as cessation medicine.
  • Not named in the 2012 Law or in Resolution 173/2024/QH15.
  • Nicotine is addictive. Adults 18 and over only.

What is inside

A small sealed paper sachet holding four things: nicotine, flavouring, a powdered filler and a humectant. It goes under the upper lip and stays there for a while.

There is no tobacco leaf. That is the difference from traditional Swedish snus, which contains processed tobacco leaf.

How it differs from vaping

A vape heats a liquid to produce an aerosol that the user draws into their lungs. That category has been banned in Vietnam since 1 January 2025 under Resolution 173/2024/QH15.

A pouch does not burn, is not heated, and produces no vapour or smoke. There is nothing to inhale.

What the mg number means

It is the milligrams of nicotine in one pouch. The catalogue runs from 3 to 20 mg. The higher the number, the stronger it feels, and the more likely it is to be unpleasant for someone not used to it.

Nicotine pouches are not named in the Law on Prevention and Control of Tobacco Harms (2012), and not named in Resolution 173/2024/QH15. Not being named is not the same as being permitted.

Ministry of Health Report 211/BC-BYT proposes extending the ban to oral nicotine products.

What is not known

There is no decades-long follow-up of the kind that exists for cigarettes. Nobody knows what twenty or thirty years of continuous use does.

Gum irritation, gum disease and tooth discolouration are documented, along with digestive problems if a pouch is swallowed. How common they are is not established.

The evidence on switching from cigarettes is very thin. The only randomised controlled trial enrolled 30 people and found no change in NNAL, a biomarker of exposure to a tobacco-specific carcinogen.

What we do not claim

We do not say that nicotine pouches are safe, that they are less harmful than cigarettes, or that they help you quit. Our only claim is about physics: no combustion means no smoke, and the person sitting next to you inhales nothing from it.

Nicotine is addictive in every form. If you have never used nicotine, this is not for you. Stopping altogether remains the best outcome. The quitline on 1800 6606 is free.

Common questions

How is a nicotine pouch different from snus?
Traditional Swedish snus contains processed tobacco leaf. A nicotine pouch does not; the contents are nicotine, flavouring, a powdered filler and a humectant. Both go under the lip and neither burns.
What does the mg number on the can mean?
It is the milligrams of nicotine in one pouch. The catalogue runs from 3 to 20 mg. The higher the number, the stronger it feels, and the more likely it is to be unpleasant if you are not used to it.
Do nicotine pouches help you quit smoking?
No. They are not proven as a way to quit and are not licensed as cessation medicine. The three methods with clinical evidence are quitline counselling on 1800 6606, nicotine replacement therapy, and prescription medication on a doctor's advice.
